This appeal arises from a grant of summary judgment for the defendant, appellee here, the United States Navy. The plaintiff-appellant, Ross J. Laningham, sued pro se, alleging violations of his rights under the Privacy Act, 5 U.S.C. ? 552a (1982) and seeking damages under 5 U.S.C. 552a (g)(4) (1982). Laningham alleged that the Navy disclosed sensitive documents during a successful lawsuit by Laningham in the Claims Court, that those documents were irrelevant to the Claims Court action, that the Navy had willfully and intentionally disclosed the documents, and that the disclosure of the documents damaged the plaintiff. Because we find that appellant failed to present evidence sufficient to establish the existence of a genuine issue of material fact with respect to the Navys intent in disclosing the documents, we affirm the decision of the district court.
